Notes from the Steering Committee regarding LDC:

Last Thursday, as the public component of our focus group, the Steering Committee weighed in on the matter of residential parking in Zone 1.  Their input expanded the thought a bit …

They recommended that there be a threshold of some number of spaces that can be exempted under the concept LDC changes.

Notably, thinking about residential uses in Zone 1 and not wanted to penalize them, this would apply to all uses, not just residential.  This makes a lot of sense when you think about any huge building having no parking – like the AWD building.  A 10 to 20 space cap was discussed, but the establishment of a threshold number was referred back to us.  Spaces to be provided, those above the exempted number, would need to be structured, behind buildings, or otherwise designed to promote the appropriate urban environment.

And, notably, similar thresholds should be established for In-lieu-of Fee usage.
