A 2008 comprehensive plan that address many issues currently affecting downtown including: Parking Management, Marketing & Event Management, Maintenance & Cleanliness, and Signage.  This plan was produced by the City of Flagstaff in cooperation with the Downtown Community.  Flagstaff City Council approved the plan in February of 2008.  PDF Download – ~3MB
