At February the Steering Committee meeting, the committee has decided to propose the Downtown Management Plan in phases and with only adoption of the first phase being sought at this time. Our work is not in vain! The change of the project to a phased development and proposal in no way diminishes the work to date – it only postpones the work necessary to complete the development of the plan. The development of the Downtown Management Plan continues with various conversations about the different aspects taking place at a focus group level and with overall direction from the Steering Committee. Twenty-eight focus group meetings have been conducted to date. In many ways, the efforts have been very successful, notably as the details are being flushed out and finalized, and as the participants have been very helpful. Consensus is being reached. The process is losing some ground of late, since the holidays and the snow, and hopefully the Steering Committee will address this. Please find following a brief update for each subject area. Below is the DRAFT Downtown Management Plan Outline as of January 29th, 2010. This is a "living document" that changes from day to day, sometimes by the hour, as the public outreach and stakeholder development process continues. This outline is being used as both agendas and notes for the development of the Downtown Management Plan, including the public outreach and stakeholder development process. When the public outreach and stakeholder development process is completed, a final Downtown Management Plan will be prepared from this outline.
